HOA History
Early Development
In the spring of 1989, Ted Clark and Gene Otto, the original developers of Carnahan Crest HOA, purchased an abandoned famhouse and acreage at the top of Carnahan hill with the idea of developing a unique, residential community of townhomes. They applied for and received PUD plat approval for Carnahan Crest in May of 1990.
Design concepts emerged and physical land work began in the mid 1990's. The neighboring Devon Ridge Complex was being developed and essential water and service installations were coordinated with that development. Street work and land preparation followed.
Several years of research, design concepts and preliminary studies resulted in acquisition of additional land and the final plat approval of Carnahan Crest Phase II in May of 1999.

As a development, Carnahan Crest offered a unique concept; low density, individual homes in a park-like setting, with unique home-design options. Community input helped shape initial design offerings and construction began in earnest in late 1998.

(Above: Construction on 1802 in 1999.) By the summer of 1999, real estate announcements introduced Carnahan Crest as a new residential opportunity on Carnahan Hill. Our first residents moved in later that fall, and the last residence was occupied in January of 2001.
Major Historical Events in the life of the Carnahan Crest HOA:
1. In 2004, the HOA agreed to a special assessment of $40,000 (spread over three years) for a major landscaping upgrade. That funding plus a significant amount of volunteer work by the homeowners is what created the current park-like setting for the HOA.
2. In 2014, the CC&R's were rewritten to address when and how homes could be used for rental purposes. This rewrite involved extensive study, discussion and review by the entire HOA community.

HOA Demographics/Diversity
As of 2020, the majority of the Carnahan Crest residents could be classified as "empty nesters" in the latter years of work or retired. However, it is not unusual to see visiting grandchildren in the common areas of the HOA. There is a diversity of political views in the neighborhood, from conservative to liberal, yet that has not kept homeowners from having cordial interactions with one another. The HOA does not discriminate on the basis of race, gender, or sexual orientation, and has been very accepting of residents from minority populations and/or LGBTQ+ indivuals/couples.
Currently, only one of the fourteen homes in the HOA is occupied by renters. Carnahan Crest is a relatively stable community with the average length of home ownership in the HOA being around 10 years.
